This counter tracks how many times the X.25 neighbor was actively connected but the system couldn't allocate a history buffer for compression. A network engineer should monitor this metric because recurring buffer allocation failures indicate memory pressure or configuration issues on the device. A value of 45 means buffer allocation failed 45 times since the device booted, suggesting memory constraints or too many simultaneous compression sessions.
