What is accAtZipStatsInBringUps?

This counter counts how many ZIP bring-up request packets your router received, announcing that zones or network segments are coming online and ready for routing. You'd monitor this during network expansion or recovery to confirm that new segments are properly announcing themselves and being integrated into routing tables. Receiving 5 bring-up messages indicates 5 network segments successfully came online.
