Description:

The number of DDP packets received which were not addressed to the receiving port (although some may have been addressed to another port on the same router).

What is accAtPortStatsInFwdReqs?

This counter tracks DDP packets received on the port that were not addressed to this port itself but required forwarding to another port or router. An engineer uses this to understand the router's transit traffic load and confirm that forwarding paths are active and needed. For example, 500,000 forwarded packets over a day shows the router is actively bridging traffic between multiple AppleTalk segments.
