What is accArpOutErrs?

This counter tracks the number of ARP packets that the device failed to send due to transmission errors or resource constraints. Administrators use this metric to identify problems with the device's ability to transmit ARP requests, which could indicate port issues or memory problems. A count of 3 would mean the device encountered 3 failures when trying to send ARP packets.
