Description:

The total number of uncompressed packets presented for decompression (i.e., packets which could not be compressed and were therefore received in their uncompressed form).

What is accCompressSmdsStatUnCompIns?

This OID counts packets that arrived already uncompressed, meaning the remote side could not compress them, so they bypassed compression and came through in plain form (a running counter of incompressible packets received). Engineers monitor this to understand what percentage of traffic cannot be compressed, indicating either highly random/encrypted data or packets already pre-compressed. If this counter is 500 while total PacketsIns is 50,000, only 1% of received traffic was incompressible.
