What is accAtForwardFilterToMax?

ACC-AT::accAtForwardFilterToMax defines the maximum destination network address (a 2-byte value) that this forwarding filter applies to. A network engineer uses this to create a range of destination networks subject to the filter's disposition rule (allow or deny). For example, if set to 0x0200, combined with a ToMin of 256, the filter affects all packets destined for networks 256 through 512.
