What is hwLinkUpDownTrapEnable?

This OID reports an enumerated value controlling whether interface state-change notifications (linkUp/linkDown) are transmitted as SNMP traps. It manages notification traffic on the network by allowing selective enablement of interface transition alerts. Example: 1 (enableBoth - both up and down transitions generate traps), 2 (disableBoth - no interface traps).
