This RowStatus object manages the lifecycle of a CARL (rate-limit) configuration row in the QoS table. Network engineers use it to add new rate-limit policies (active=1) or remove them (destroy=6) without rebooting. A value of 'notInService' temporarily disables the policy without deleting its configuration.
