This Unsigned32 forms the high 32 bits of a 64-bit symbol-error window size (in symbols) for threshold detection. Engineers use this with the Lo register to set the time window over which symbol error rates are evaluated. Setting this to 1 combined with appropriate Lo value defines the monitoring window.
