What is h3cDot11SPOutCirMode?
This field sets the rate-limiting mode for outbound traffic on a service policy: single or two-rate, only effective when CIR is non-zero. Network administrators choose this based on desired traffic shaping behavior. A 'single-rate' mode applies one committed rate ceiling.
