Excess Burst Size defines additional burst capacity beyond the Committed Burst Size before packets are discarded in token-bucket algorithms. It permits brief overages without loss, smoothing traffic spikes. An EBS of 200000 bits allows bursting beyond CBS but still drops if total exceeds CBS+EBS.
