Admins set this to control how management-plane traffic is routed, choosing out-of-band(1) to keep switch-originated packets off the production network when a separate management network exists. For example, a data center admin with a dedicated management VLAN would set zyLayer3IpDefaultMgmt to outOfBand(1) so switch-generated traffic never mixes with customer data traffic.
