This value is the GARP Join Time, in units of 100ms and ranging from 1 to 3275, as defined in IEEE 802.1Q/D11 Section 12.10.2.1, controlling how long the switch waits before retransmitting a Join message if no acknowledgment is seen. Admins tune it to control how aggressively GARP applicants attempt to register attributes like VLANs across the network. Leaving it at the default of 2 (200ms) follows the standard's recommended join retry timing.
