A TPRowStatus controlling creation and deletion of a policy-to-port binding entry, following the same active/notInService/notReady/createAndGo/createAndWait/destroy semantics as tpPolicyStatus. An admin sets createAndGo(4) to attach an existing policy to a specific port.
