This OID configures how many heartbeat intervals the system waits before assuming a device is unreachable (used in BFD, a fast failure detection protocol). A higher value means the system tolerates more missed heartbeats before declaring the neighbor down. An operator would increase this value on unstable links to prevent flapping (repeated up/down transitions) or decrease it to detect failures faster on stable links.
