What is swPortSecVLANOnPortAddCtrl?

This control is used to add a VLAN-on-port learning limit; reading it always returns other(1), and setting it to add(2) applies the limit, which requires swPortSecVLANOnPortMaxLernAddr to already be set to a valid value other than -1. Admins use it as the trigger that actually commits a new per-VLAN-per-port learning cap into effect. Setting swPortSecVLANOnPortAddCtrl to add(2) after configuring swPortSecVLANOnPortMaxLernAddr activates that specific VLAN-on-port address limit.
