What is shapingDropsCpsMom?

This counter measures the momentary drop count of packets that exceeded the Calls Per Second (CPS) limit enforcement in traffic shaping. It tracks dropped packets due to rate-limiting policies, providing a moment-of-maximum value. Network operators use this to identify when CPS policies are being triggered and adjust rate limits accordingly.
