This 64-bit counter (now obsolete) tracked the total number of packets that were pushed back or dropped during congestion management in the packet processing pipeline when the system buffer was becoming full. Pushback is a flow control mechanism where the system signals upstream processors to slow down packet forwarding to prevent buffer overflow and data loss.
