What is hwUpFlowAccountDiscardPacket?
This counter tracks how many upstream Ethernet packets, from user to server, were discarded on a given VLAN. A rising value can indicate congestion, rate-limiting, or filtering dropping upload traffic on that VLAN. For example, an admin troubleshooting slow uploads on a VLAN might check this counter to see if packets are being dropped rather than delayed.
