What is hwDownFlowAccountDiscardPacket?
This counter tracks how many downstream Ethernet packets, from server to user, were discarded on a given VLAN. A rising value can indicate congestion or policing dropping download traffic destined for that VLAN's users. For example, an admin investigating complaints of slow downloads on a VLAN might check this counter for growing discards.
