hwDehaUDTPortStatisStartOutSync counts how many times the ATM cell structure and the port's own structure head lost synchronization. An admin treats a rising count as a sign of framing instability between the ATM layer and the port's internal structure tracking, which can cause broader data errors. For example, repeated out-of-sync events reported here might lead an admin to check for clocking problems, since a hwDehaPortClockMode misconfiguration can contribute to structure sync loss.
