hwDehaUDTPortStatisDownMisInsCellBySC counts downstream cells that the Sequence Count algorithm identified as misinserted, meaning cells that don't belong in this stream. An admin treats a rising count here as evidence of cell cross-talk or misrouting on the downstream path, detected via the SC error-detection mechanism. For example, if this counter increases after a network reconfiguration, an admin might suspect a routing or multiplexing error is injecting foreign cells into this port's stream.
