This read-create RowStatus controls the lifecycle of one periodic (weekly-recurring) time sub-item row, supporting createAndGo to add a new recurring window and destroy to remove it, alongside active for existing rows. Admins use it to add or retire recurring weekly schedule entries within a named time range independently of any absolute-date entries. For example, an admin switching a business's operating hours would destroy the old periodic row and createAndGo a new one with updated start and end times.
