What is ontStateActive?

This lets an administrator administratively activate or deactivate an ONT, with 1 meaning active and in service and 0 meaning deactivated. Deactivating an ONT is a way to take a subscriber's service out of commission, for example for non-payment, without removing its configuration or serial-number binding.
