What is aclRuleStatus?
This RowStatus value tracks the lifecycle of an individual IPv4 ACL rule: active(1) once it's in effect, createAndGo(4) to create it, or destroy(6) to remove it. Admins set it when adding or removing a rule from an ACL via SNMP, similar to how aclIfStatus governs an ACL-to-interface binding rather than a rule itself. A rule generally needs its match criteria configured before or alongside setting this to active.
