What is aclRuleMatchEvery?
This flag, when set, makes the ACL rule match every IP packet regardless of any other match criteria configured on the rule. Admins use it to build a catch-all rule, commonly placed last in an ACL to explicitly permit or deny anything not matched by earlier, more specific rules. It overrides the need to configure protocol, address, or port matches on that particular rule.
