OAM cell activity reflects the health of the voice circuit's control plane rather than actual voice payload, so it's useful for confirming the circuit's management-plane connectivity is intact. For example, a complete absence of stuVoiceChanStatsCurrTxOamCellCnt activity when some is expected could indicate the voice circuit's control-plane connectivity has silently failed even if voice cells still pass.
