It's an anti-spoofing control an admin can enable to stop a neighboring device from hijacking a subscriber's service by presenting the subscriber's own MAC address to the STU. For example, if a subscriber reports unexplained bandwidth usage, an operator might enable stuEtherStickyBitCtrl on their STU to prevent a nearby unauthorized device from taking over that learned MAC slot.
