This read-only enumerated value reports the state of the ComPort's Ethernet connection as uninitialized, in-service, or out-of-service. It's the quick top-level check an admin uses to see whether the Ethernet link itself is even up before digging into any of the detailed error counters. For example, if stuEtherConnState reports oos (out-of-service), an operator knows to check for a disconnected or faulty Ethernet cable at the STU before looking at runt or CRC counts at all.
