What is cnt2sctLuaIndex?

This INTEGER links a subchannel entry back to its parent LUA, using the same relative index scheme found in cnt2luaIndex. An administrator uses this join to see which LUA's transmit and receive statistics a given subchannel's data actually belongs to. For example, matching cnt2sctLuaIndex to a specific cnt2luaIndex value tells the admin which LUA a misbehaving subchannel's counters are grouped under.
