If this field value is 0 and either sdWANStatsWANRuleBytesSent or sdWANStatsWANRuleBytesReceived is not zero, then that means that this rule is currently being used. The rule statistics contain the latest values. If this field is > 0, then the rule statistics is plateaued to show that this rule was used N minutes ago.

What is sdWANStatsWANRuleLastActiveNMinuteAgo?

This TimeTicks value tells how many minutes ago this WAN rule was last hit; a value of 0 combined with nonzero BytesSent or BytesReceived means the rule is actively carrying traffic right now, while a value greater than 0 means its counters are frozen at whatever they were N minutes ago. An admin uses this to tell a genuinely idle rule from one that is currently in use, without having to poll continuously. For example, seeing this value at 15 with the byte counters unchanged means the rule matched traffic 15 minutes ago and has been silent since.
