This TimeTicks value shows how many minutes ago this intranet rule was last matched; 0 with nonzero bytes sent or received means the rule is presently active, while a positive value means its counters are frozen from that many minutes back. An admin uses it to tell whether a private-network application rule is currently in use or has gone idle. For example, a value of 30 alongside unchanged byte counts tells the admin that intranet rule's application hasn't been used at this site for half an hour.
