This per-interface counter tracks unicast VINES packets the router has originated and sent out that interface. An admin cares because it reflects the volume of directed, one-to-one VINES traffic the router is sending on that specific link. For example, a router forwarding file-service requests to a specific VINES server would show that traffic reflected as unicast packets on the outgoing interface toward that server.
