This per-interface counter tracks received VINES packets discarded because their hop-count field had already reached zero. An admin cares because packets shouldn't normally arrive with zero hops remaining, so a climbing count can indicate a routing loop or a sender not decrementing hop count properly. For example, this counter increasing whenever a specific neighboring device sends traffic would suggest that neighbor's hop-count handling is misconfigured.
