An admin cares because this is the core route-advertisement traffic keeping forwarding-table entries from aging out, so a stall suggests the neighbor's routing process died or the link degraded. For example, if route ages for entries learned via that interface start climbing while this counter goes flat, the neighbor has stopped sending updates.
