This per-interface counter tracks VINES packets that arrived on that interface and were addressed directly to the router itself. An admin cares because it shows which interface carries traffic actually terminating on the router versus purely transit traffic. For example, a management interface showing a high value here while a backbone interface shows low values reflects the expected traffic pattern for those respective roles.
