What is cvIfCountInArpAssignmentResponses?
This per-interface counter tracks ARP Assignment Response messages received, the replies containing a newly assigned VINES address. An admin cares because it confirms address-assignment responses are actually reaching requesting nodes on that segment. For example, a client stuck without an address despite issuing assignment requests would be a case where checking this counter reveals whether any response ever arrived.
