What is swAclMeterTrtcmExceedCounterState?

Turns on or off packet counting for traffic marked as yellow, tracking how much traffic exceeds the committed rate without going into the red zone. Network engineers enable this to monitor whether traffic is consistently exceeding the committed limit over time. When enabled, the switch maintains a counter showing how many excess packets were sent; when disabled, no tracking occurs.
